President of Lincoln Institute of Land Policy Visited Culture Complex
Wang Shihao, deputy director of the Technology Industry Commerce and Information Bureau of Guangzhou Baiyun District, and Lin Zhongjia, deputy secretary-general of the Guangzhou Baiyun District Land Science Society, on January 11 led a 20-member delegation in a tour of the Culture Complex. Mr. George W. McCarthy, president and CEO of the Lincoln Institute of Land Policy, and Liu Zhi, director of Peking University's Lincoln Institute Center for Urban Development and Land Policy, visited to the complex as special guests.

Lincoln Institute President/CEO Mr. McCarthy and Director Liu Zhi showed great interest in the renovation of old plant facilities. Subsequent to their tour of the Museum of Migrant Workers in Guangzhou, and with their innate understanding of the partnership between the Culture Complex and the government, they turned their attention to the subject of the land-acquisition model and operation team of the Complex. Additionally, they offered high praise for its operation mode, which is based on renovation and subletting after the lump-sum leasing of collective lands, whereby the rental-price difference and value-added services become profit.

Mr. McCarthy and Director Liu Zhi later characterized the Culture Complex as a successful effort to rejuvenate old plants and therefore a significant reference for other embodiments of land use, even those that turn unused plant premises into parks. Additionally, they conveyed the hope that Times Property would create more quality projects and further drive the development of the regions park-office industry.
