The Xinhua News Agency Holds China's New Urbanization Development Summit. Times Industrial Group Joins an Alliance to Cultivate China's Characteristic Towns
The China New Urbanization Development Summit and the Characteristic Town Cooperation Conference were held in Beijing on March 24, 2017, with Xinhua News Agency as the host and the Liaowang Institute providing support services. During the event, the "Alliance for Cultivation of China's Characteristic Towns" was established, and accordingly Times Industrial Group attended the opening ceremony as one ofits founders. Some of the region's leading real-estate developers, such as Times Property, Country Garden and CFLD, attended and becamemembers of the alliance, thus demonstrating their individual and collective commitment to the rejuvenation of characteristic towns.
Mr. Liang Xiongwen, of the Times Industrial Group, delivered a keynote speech in which he described the master plan of Times Smart Town. He also emphasized the fact that the initial phase of the future community to be called Times Global Entrepreneurial Town will be implemented in October of this year.
The stated purpose of the summit was to explore new paths and drive sustainability for China's new urbanization development, thereby encouraging all sectors of society to participate in the development and upgrading of the characteristic towns. The forum drew 600 experts and guests from a wide variety of subject areas. Mr. Zhen Xinli, the standing deputy director-general of CCIEE; Mr. Qiu Baoxin, the former minister of MOHURD; Mr. Song Hongyuan, director of the RCRE of MOA; Mr. Zhou Jiucai, inspector of the Policy and Law Division of the China National Tourism Administration; Mr. Han Bin, deputy director of the PPP Centerof the Ministry of Finance; Mr. Zhang Guohua, head of the Urban Center Transportation Planning Institute of the National Development and Reform Commission; and other officials attended. Additionally, Nanjing University, the University of International Business and Economics and various other academic institutions, including the China Association for Science and Technology, participated in the summit.

In recent years, characteristic towns have stepped into the view of the high-rank officials of the Chinese government and won rare political advantages. In the end of December 12, 2016, the National Development and Reform Commission joined hand with China DevelopmentBank, China Everbright Bank, China Enterprise Confederation, China Enterprise Directors Association and China Urban-townization Promotion Council to release the Guiding Opinions of the National Development and Reform Commission on Accelerating the Construction of Beautiful Characteristic Towns, which helps injecting new opportunities and vitality into the development of characteristic towns
This time, the Xinhua News Agency took the initiative to partner with the Liaowang Institute to hold this event that is recognized as the top-class event in this field of the characteristic town research and development. The Alliance for Cultivation of China's Characteristic Towns founded by joint efforts also became the top platform for the research of characteristic towns' development. The personwho is in charge of the Liaowang Institute remarks that as the best think tank and public policy research institute of the Xinhua News Agency, the Liaowang Institute is hoping to use this opportunity to connect policy with industries by focusing on the characteristic industries and the emerging industries, agglomerating development factors, linking professional resources and integrating communication channels to build a characteristic towns operating system featuring "Government + industry + think tank + capital + communication."

The Times Smart Town strategy has brought overwhelmingly positive response from the government representatives of different regions, industry leading enterprises, financial institutions and talents-research institutions. In fact, by February 2017, Times Industrial Group had signed a number of Future Town projects in Guangzhou, Foshan, Dongguan and other places. Many leading enterprises and organizations in intelligent manufacturing have established business partnerships with Times Industrial Group and joined the Times Smart Town ecosystem. An initiation zone for Times Future Town is expected to enter the market by the end of this year.
The first Times Smart Town project--Times Global Entrepreneurial Town--is located within the business center of the Guangzhou-Foshan megalopolis core area, facing Hong Kong, Macao and the Pearl River Delta. In the future, the intelligent manufacturing service industry will be the leading industry in the Smart Town, with support from related industries such as financial services, back-end management, technology development, trial production services and marketing services. Through collective effort, the industries will provide solutions for intelligent manufacturing infrastructures of the Smart Town while using big data to serve industry development and ensureatruly intelligent ecosystem.
The initiation zone for Times Smart Town, which is to be implemented in October 2017, will attract numerous intelligent manufacturing leading enterprises and institutions such as the Guangdong SME Development Association, Guangdong Manufacturing Innovation Center and 3-DPrinting Incubator. Moreover, it will facilitate the upgrading of Nanhai Dali's manufacturing industry, empower innovation in the development of intelligent manufacturers in the Pearl River Delta, and will explore the frontier of China's new urbanization.
